Job Description

Manager - Fleet and Equipment

  • Lead a fleet and equipment replacement program, which involves the planning and budgeting of vehicle and equipment replacement schedules, vendor contract management, preventative and unscheduled maintenance and repair programs for an emergency service operation.
  • Plan and prepare documentation for procurement processes in compliance with NSW Government legislative requirements, NSW Health and NSW Ambulance policies and procedures, and industry standards.
  • Manage and develop key strategic stakeholder relationships to ensure the engagement supports the delivery of the fleet and equipment program objectives on an ongoing basis.


The Manager, Fleet & Equipment, is responsible for driving the strategic direction of the NSW Ambulance modern vehicle fleet and operational equipment in the delivery of effective business outcomes that will ensure the operational objectives are achieved through a focus on best practice, sustainable financial management, and safety leadership.

NSW Ambulance is one of the largest and most modern ambulance services in the world and is recognised as a global leader in its field. It is a division of NSW Health and provides emergency and non-emergency clinical care, retrieval and specialist patient transport services to a population of over 7 million, delivered by its 4,500 staff through 300 locations across metropolitan and regional NSW. Through its fleet of 1,500 road-based vehicles, helicopter operations, fixed wing aircraft, off-road vehicles, snowmobiles and other bespoke rescue options, NSW Ambulance provides comprehensive rapid response services across a diverse range of scenarios and geographical locations.

Reporting to the Director, Assets and Infrastructure, this role will;

  • Develop, implement and manage the fleet policies, processes, budgets, plans and financial controls, which deliver commercially sound and financially sustainable fleet and equipment programs in alignment with NSW Government policies and NSW Ambulance priorities to enable effective, safe and efficient operations
  • Develop and manage asset management plans for the vehicle and equipment replacement programs to ensure the availability of modern and efficient fleet and equipment to meet NSW Ambulance current and future business needs. Develop and maintain processes that will ensure return on fleet and equipment assets are maximised from purchase and commissioning to disposal of assets.
  • Manage Capital Works programs in relation to the fleet and equipment. Develop specifications and standards for vehicles and equipment in consultation with key stakeholders and in compliance with the NSW Ambulance strategic objectives, work health & safety and risk mitigation. Provide technical support to various committees and review proposals and submissions to assist in formulating recommendations.
  • Financial management of the Fleet and Equipment business unit including monitoring, reporting, budget preparation, costing of services and overseeing the management of the fleet and equipment assets register.
  • Prepare procurement documents including tenders for fleet and equipment in compliance with NSW Government and NSW Health policies. Ensure that the fleet and equipment purchased conform to the requirements of statutory standards, safety, quality and cost effectiveness. Establish and maintain inspection programs including maintaining appropriate records.
  • Contract management ensuring maximum value is obtained through effective contract reviews and monitoring vendor performance against benchmarks.
  • Actively network, consult and research to gather business intelligence on emerging technologies, systems, processes and management practices to identify and recommend opportunities that support business improvements. Provide specialist advice to the Director in all areas of fleet and equipment.
  • Manage the fleet and equipment workshops to achieve the best outcomes for NSW Ambulance. Create a working environment that encourages staff to be innovative and flexible in their thinking, promotes workplace safety and sound processes for managing business challenges, issues and opportunities.

To succeed in this role, you will:

  • You will be an experienced Fleet Manager with substantial and relevant experience in either the commercial or government sector. A background in Fleet Management relating to adapted vehicles (for any specific purpose) would also be a real advantage.
  • You will also have a proven track record in managing a large and diverse operation and staff, that required a focus on capital and recurrent budget preparation, administration and control with associated performance measurement.
  • You will have demonstrated consultative, interpersonal and negotiation skills at all levels and possess well developed and effective written communication skills including submissions and briefings.
  • Proven project management, conceptual, analytical and problem-solving skills are essential as well as your ability to assess technical requirements and develop specifications and tenders.
  • Have experience implementing strategic initiatives across an organisation, which includes managing change, improving performance and improving efficiencies.
